About the Course

Reception and Transmission of Orders (RTO) is a distinct investment service under MiFID II. Although firms providing RTO do not themselves execute the transactions they transmit, they retain important responsibilities to act in clients’ best interests, maintain appropriate receiving-entity arrangements and monitor the quality of execution delivered by third parties.

For Cyprus Investment Firms (CIFs), these obligations must be reflected in effective operational procedures covering client instructions, order validation, broker selection, transmission, reconciliation and escalation.

This course provides a practical examination of RTO requirements under Delegated Regulation (EU) 2017/565, particularly Article 65, together with the applicable MiFID II framework and Cyprus Law 87(I)/2017.

Participants explore the complete client order lifecycle, learn how to evaluate receiving brokers and understand the documentation required to demonstrate regulatory compliance.

Through realistic scenarios, decision frameworks and operational checklists, the course connects regulatory obligations with everyday order-handling activities.

MiFID II Article 65: Responsibilities of Firms Transmitting Client Orders

An RTO firm must maintain appropriate arrangements to act in its clients’ best interests when placing or transmitting orders to other entities for execution.

This involves selecting receiving entities whose execution arrangements support appropriate client outcomes, monitoring their effectiveness and addressing identified deficiencies.

The transmitting firm’s responsibilities are distinct from the direct best execution obligations of a firm executing client orders.

This distinction is particularly important for CIFs operating through third-party brokerage and execution arrangements.

Why Take This Reception & Transmission of Client Orders:?

Transmitting a client order does not eliminate an investment firm’s regulatory responsibilities. Effective RTO arrangements require accurate order processing, appropriate receiving-broker selection, ongoing oversight and documented evidence of how client interests are protected.

This course helps you:

Strengthen regulatory understanding

Distinguish RTO from direct execution and understand the responsibilities established under Article 65. To explore how direct execution governance compares to RTO oversight, see our firm-level course Best Execution & Order Handling: Monitoring, Governance & Evidence (SP0309).

Improve operational accuracy

Apply effective procedures for order capture, validation, transmission and reconciliation.

Manage operational risks

Identify duplicate-order risks, transmission failures, incomplete acknowledgements and exceptional situations. To understand how execution decisions and slippage apply at the trader level when dealing directly, review our companion module Best Execution in Practice for Dealers (SP0310).

Enhance broker oversight

Understand how to assess, approve and monitor receiving brokers using relevant execution-quality and operational criteria. To align your broker selection controls with overall product distribution rules, review our course on MiFID II Product Governance & ESMA Target Market Mastery (SP0306).

Build defensible compliance evidence

Maintain accurate records, documented selection decisions and appropriate escalation procedures. For senior managers ensuring company-wide compliance function oversight, explore our self-paced course The Compliance Function in Investment Firms (SP0301).
